About the NMIRF Hub
What is a national mechanism for implementation, reporting and follow-up (NMIRF)?
National mechanisms for implementation, reporting and follow-up (NMIRFs) are national government structures mandated to coordinate the preparation of reports to, and engage with, international and regional human rights mechanisms and to facilitate national follow-up and implementation of human rights treaty law obligations and the recommendations emanating from those mechanisms.
Why a Hub for NMIRFs?
Under the leadership of Paraguay and Brazil, the UN Human Rights Council adopted HRC resolution 51/33 in October 2022 requesting OHCHR to create a virtual knowledge hub to "enable national mechanisms for implementation, reporting and follow-up to share promising practices and facilitate the creation of an online community of practice", reflecting one of the recommendations resulting from the regional consultations OHCHR organized for national mechanisms in 2021.
The virtual knowledge hub for NMIRFs is an online platform being developed by OHCHR through its Treaty Body Capacity Building Programme (https://www.ohchr.org/en/treaty-bodies/treaty-body-capacity-building-programme). It will serve as a toolbox of resources for States and other stakeholders as regards the establishment of national mechanisms and the strengthening of their internal capacities to engage with human rights mechanisms, coordinate, consult and manage information. When the information has been provided by the relevant Member State, it will provide information on such national mechanisms through the world interactive map.
Who will be using the Hub?
The main users of the platform are members of national mechanisms for implementation, reporting and follow-up and their secretariats as well as government officials involved in efforts to establish an NMIRF and in processes relating to engagement with human rights mechanisms.
Other users may include:
- Government officials from planning entities
- National Statistics Offices
- SDG coordination structures in charge of reporting and follow-up processes under the 2030 Agenda
- Members of Parliament from relevant committees (such as Human Rights Parliamentary Committees)
- The Judiciary
- National human rights institutions and other independent institutions such as Independent Monitoring Mechanisms, Equality and non-discrimination mechanisms, Ombudspersons, National Preventive Mechanisms (NPMs)
- Civil society organizations engaged in human rights reporting and follow-up
- UN independent experts/UN Treaty Bodies
- Academia/Research institutes
- UN staff including OHCHR staff
- Regional human rights organizations

The Treaty Body Capacity Building programme is in charge of maintening this Hub.
It was established in 2015 with 10 human rights officers based in the OHCHR regional offices around the world and a support team based in Geneva. Working closely with the UPR Trust Fund on Implementation and the Voluntary Fund for Technical Cooperation and the newly established UPR advisers in regional offices, the Programme carries out a variety of capacity building activities – online and in person – supporting the engagement of States and other stakeholders with UN human rights mechanisms.
