INSTITUTIONAL SETUP

Ecuador's national mechanism has not yet been legally established. A draft interministerial agreement is currently under review.

Composition In addition to focal points from the Ministry of Foreign Affairs and Human Mobility (Directorate of Human Rights and Peace) and the Vice-Ministry of Women and Human Rights, each ministry, along with other branches of government, has designated their focal points to engage in state reporting through Ecuador's online database entitled SIDERECHOS.

Secretariat The Ministry of Foreign Affairs and Human Mobility (Directorate of Human Rights and Peace) and the Vice-Ministry of Women and Human Rights coordinate the preparation of State Reports on Human Rights through the SIDERECHOS platform, the operation of which was established by an Interministerial Agreement between both ministries.

Methods of work The Ministry of Foreign Affairs and Human Mobility and the Vice-Ministry of Women and Human Rights meet monthly to review Ecuador's status of reporting.

MANDATE

The mandate of Ecuador's national mechanism mainly relates to the presentation of reports to UN human rights mechanisms (treaty bodies, Universal Periodic Review) and to regional mechanisms.

Ecuador's ad hoc national mechanism engages with both UN and regional human rights mechanisms.

Process for the preparation of state reports The preparation of State Reports and the Universal Periodic Review (UPR) is coordinated by the Ministry of Foreign Affairs and Human Mobility, in collaboration with the Ministry of Women and Human Rights. This process draws on contributions from all State institutions, which are submitted via the SIDERECHOS platform.

The coordination of the Lists of Issues and Lists of Issues Prior to Reporting is led by the Ministry of Foreign Affairs and Human Mobility.

The methodology involves submitting questions through the SIDERECHOS platform, where designated focal points from relevant institutions provide responses. These inputs are then reviewed by both the Vice-Ministry of Women and Human Rights and the Ministry of Foreign Affairs, within a set timeframe.

The information provided is considered reliable, as it originates directly from the competent institutions.

COORDINATION

Coordination with ministerial focal points is led by the Ministries of Foreign Affairs and Human Mobility (with the Directorate of Human Rights and Peace serving as secretariat) and the Vice-Ministry of Women and Human Rights.

Linkages with the 2030 Agenda and its Sustainable Development Goals The future terms of reference intend to make linkages with the Sustainable development Goal reporting processes.

Channel of communication with the National Statistics Office The National Institute of Statistics and Censuses - INEC is included in the processes of preparing reports for the SIDERECHOS Platform.

Channel of communication with the Parliament The National Assembly is part of the national mechanism and the SIDERECHOS Platform. Its representatives will be required to provide information if necessary.

Channel of communication with the Judiciary The judiciary is part of the national mechanism and the SIDERECHOS Platform. They will be required to provide information if necessary.

CONSULTATION

Meetings are occasionally held with interested civil society organizations for the preparation of the reports; however, there is no established procedure.

Inter-institutional meetings are taking place and through matrices, the implementation of recommendations is monitored annually. This year, UNICEF will finance the implementation of the new module for tracking the implementation of the recommendations in the SIDERECHOS Platform.

The Vice-Ministry of Women launched the National Action Plan on Human Rights.
