Peaceful Protests
Introduction
Maintaining public order is a fundamental responsibility of all law enforcement agencies. This task can be particularly challenging when individuals or groups engage in protests or other expressions of dissent that may place public order under strain. In such circumstances, law enforcement officials must carefully assess the situation, including any human rights implications.
States have a responsibility to facilitate the right to peaceful protest while also safeguarding the rights and security of all those affected. This includes protest participants, bystanders, businesses and residents in the protest area, as well as law enforcement officials themselves.
Support
The UN Human Rights Office supports states in building law enforcement agencies with the capacity to facilitate peaceful protest and uphold human rights. This support includes technical assistance in the development of guidance and policy frameworks, the design of training curricula, and the strengthening of senior leadership skills to apply international standards as a foundation for effective and modern law enforcement.
