Training

Introduction

Training is a key tool for enhancing law enforcement officials’ skills, knowledge, behaviour, and attitudes with regard to human rights. Human rights training for law enforcement officials should be integrated into all technical training areas to ensure that international human rights standards are effectively operationalized in practice. This integration can be complemented by stand-alone human rights courses, which help broaden officials’ understanding of how human rights relate to their roles and responsibilities.

However, training is only one of many interventions needed to strengthen respect for human rights within law enforcement institutions. Sustainable and lasting change is often achieved by addressing the broader system in which these institutions operate, through a holistic approach. Training alone is unlikely to transform institutional behaviours, particularly if existing laws, internal regulations and operational practices are not aligned with human rights standards.

To ensure meaningful impact, human rights standards must be fully embedded in operational frameworks, policy documents, briefings, and orders. This allows officials to apply what they have learned in training to their daily functions.
