Use of Force

Introduction

Law enforcement officials are entrusted with significant powers to uphold law and order. Their work is often conducted under difficult and dangerous circumstances, and in some situations the use of force cannot be avoided. The exercise of such powers carries a corresponding responsibility to ensure that any use of force is lawful, necessary, and proportionate, in line with established international human rights standards.

It is essential that States ensure their national laws and regulations governing the use of force fully comply with international standards. To promote effectiveness and maintain public trust, law enforcement officials require clear and detailed guidance, comprehensive training on the use of force, and robust accountability mechanisms.


Support

The UN Human Rights Office supports States in strengthening law enforcement institutions so that the use of force is consistently aligned with international human rights standards. This support includes technical assistance in developing legal and policy frameworks, designing training curricula, and enhancing senior leadership capacities to apply international standards as the foundation for effective, accountable, and modern law enforcement.
